STEP 3: EYELINER

Eyeliner is a Heart Evangelista makeup must-have. For this step, she uses two eyeliner pencils – the M.A.C Cosmetics Eye Kohl and the Victoria Beckham Beauty Satin Kajal – to draw a winged eyeliner, which she blends out slightly for a smokey and subtle finish.
